Greetings unto Master Dmitrii Volkovich, Dragon and the commenting members of the Midrealm College of Heralds; from Lord Paul Wickenden of Thanet, Escutcheon.

Here are the December 1997 submissions for your consideration and commenting. All commentary should be sent to Dragon (Acting Rouge Scarpe) Herald, Master Dmitrii Volkovich, early enough to arrive by March 1, 1998, with copy to myself. Unless otherwise stated, all name submissions will accept minor changes to grammar and/or spelling.

Very important notice: I have enclosed a postcard for you to return to me by March 1, 1998. In the interest of reducing this office's expenses, I am asking each of you to consider whether you need to continue receiving a paper copy of this ILoI. Just to reiterate, ILoIs (starting with the October 1997 ILoI) are archived -- with mini-escutcheons -- at my ILoI site (www.geocities.com/Athens/Delphi/8437) and are posted usually a full week before they become available by regular mail. 1) Aryanhwy Prytydes merch Catmael Caermyrdin. Badge Resubmission. Purpure, a bordure ermine.

(F) Falcon's Keep. {Name reg. 11/97}

Her previous badge submission ([Fieldless] A stoat passant purpure) was returned by Laurel on 11/97 for redrawing. The client has opted for a complete redesign.

2) Augustine Charbonieres. Device Resubmission. Per pale vert and gules, on a chief Or three fleurs-de-lys gules.

(M) Bryniau Tywynnog. {Name reg. 1/95}

The original submission was lost in Ealdormere, according to Green Mantle, sometime in 1995 or 1996.

3) Dilan mac in tsaeir. New Badge. (Fieldless) On a chalice argent, three mullets in chief vert.

(M) Tirnewydd. {Name reg. 8/95}

The forms give the client's name as Dilan MacAnTsaior but this is not what is registered.

Should the mullets also be identified as "in fess"?

4) Dilan mac in tsaeir for Ban Balla. New Household Name and Badge. Vert, on a chalice argent, three mullets in chief vert, a bordure embattled argent.

(M) Tirnewydd. {Name reg. 8/95}

The name is intended to mean "white walls" in "Irish" but no documentation is provided. The client cares most about language and meaning and wants the spelling and grammar corrected for the indicated language (which we assume is Irish Gaelic) and meaning.

The translation appears to be incorrect. Balla is singular (the plural would be ballachan) and ban means "woman/feminine". The client seems to have wanted bàn but even this word is closer in meaning to "pale, fair-haired." What we have here means (loosely) "pale woman" not "white walls." Gaelic is not my language (and my sources are Scots Gaelic), but I think fionn would be better for the adjective. I have no idea how to put all of this into the plural. Master John, can you help?

5) Edwin atte Bridge. New Device. Azure, on a bend wavy between two towers argent, three portcullises sable.

(M) Nordskogen. {Name submitted on 12/97 MK ILoI}

This device was pended on last month's LoI for lack of appropriate paperwork. The problem has now been rectified and I am pleased to present it to you for your comments.

6) István of Vukovar. New Name.

(M) Dun Traigh.

This item was pended on last month's LoI for lack of funds (a problem which has now been rectified). István is documented in Hanks & Hodges, First Names (168) as the Hungarian form of Stephen and dated to 975 as a saint. Vukovar is a region in Hungary that is dated back to the early 13th century or before in "The Vukovar Area in the Past" (vukovar.unm.edu/vukovar/docs/area_past.html). The client cares most about meaning and wants the spelling and grammar correct for the indicated language.

István is given as one of the "most frequent personal names" on the 1453 census, according to Ádám Imre (as noted by Speer, "Hungarian Personal Names of the 16th Century" [2]).

7) Micheline Elphinstone. New Name.

(F) Falcon's Keep.

Micheline is found on the 6/97 ILoAR (16) and while not specifically documented, it is justified as being acceptable for c1300: "Simon Seror's Les Noms des Juifs de France au Moyen Âge (88) has under 'Micheline' Miqueline in 1300 and Michelone in 1296. Under 'Michel' he has the masculine Michelin 1320. These certainly justify Micheline c1300." Elphinstone is found in Way, Scottish Clan & Family Encyclopedia (130-1) and is dated to 1547. The client will NOT permit changes to grammar or spelling.

8) Nicolaa de Bracton of Leicester. Badge Resubmission. (Fieldless) Five pomegranates gules, leaved vert, in annulo, stems to center.

(F) Eoforwic. {Name reg. 4/94}

Her previous submission ([Fieldless] A pomegranate gules) was returned by Laurel on 11/97 for conflict with the arms of Grenada. This redesign addresses the conflict.

9) Orianna Ramsay of Plainfield. New Name and Device. Azure, a mug Or charged with a tower vert and a loaf of bread Or.

(F) Gregory MI.

This name and device were pended (twice) on last month's LoI. The various administrative problems have been addressed.

Ramsay are described as "an ancient family of Anglo-Norman origin" and dated to 1124 in Scotland, according to "Scottish Clans - Clan Ramsay" (www.scotclans.com/scotclans/html/body_ramsay.html) which appears to be a commercial genealogical service. No documentation is provided for the other elements. The client cares most about language, meaning, sound, and spelling. She will NOT permit changes to spelling or grammar.

Oriana (with one "n") is in Withycombe (234) that cites it as based on an Old French name and in use in England by 1602. Ramsay is given as a header spelling in Reaney & Wilson (371) who note it as a specifically Scottish surname derived from English who came from Ramsey and settled in Scotland. The only Plainfields in existence are all located in the United States, but it has a plausible period sound to it.

The device is difficult to blazon and looks non-period.

10) Owain MacCabe. Change of Device Resubmission. Per bend azure and sable, a bend raguly between a sea lion Or and a cross crosslet argent.

(M) Ravenslake. {Name reg. 7/91}

The client's original change of device submission (Per bend azure and sable, a bend engrailed between a sea lion Or and a cross crosslet argent) was returned by Rouge Scarpe on the 7/97 ILoAR for inadequate engrailing of the bend. That problem has been addressed by a redesign.

If this device is registered, the client would like his current device (Argent, a turtle and on a chief sable three turtles argent) released.

11) Three Towers, Marche. Group Device Resubmission. Ermine, three towers sable, that in base within a laurel wreath vert, a bordure embattled gules.

(Mansfield, OH) {Name reg. 3/95}

The ermine spots do appear on the larger emblazons (although they are absent from the mini) but they are rather small. The blazon is the clients'. I am unhappy with the cumbersome description of the placement of the laurel wreath, but am unsure how to change it for this unbalanced design. A petition of support is provided.

12) Tormod de Palermo. Change of Name.

(M) Falcon's Keep. {Name reg. 10/97}

Tormod the Red is the client's currently registered name. Tormod is dated to the late 16th century by Grant, The MacLeods: The History of a Clan 1200-1956 (129). It is derived from the Old Norse Þormóðr and appears to be both a Gaelic and an anglicized spelling simultaneously. Palermo is a city in Sicily, which was occupied by the Normans in 1197. Therefore, the client has made an extensive argument (not provided) that, inasmuch as it was a Norman city and not an Italian one back then, the locative would thus be "de" and not "da" as it would be in later years. The most important part of the name is in fact that the "de" must stay "de" if at all possible. If this name is registered, the client wants his current name released. The client cares most about language, sound, and meaning. He wants the grammar and spelling corrected for the indicated meaning in Norman French.

13) Undewyn de Maccuswell. Device Resubmission. Argent, a saltire sable, overall and throughout a celtic cross gules.

(M) Alderford. {Name reg. 11/96}

The client's previous submission (Argent, a saltire sable, overall a celtic cross gules, fimbriated Or, within a bordure compony gules and sable for distinction) was returned in kingdom from the 5/96 ILoI. Prior to this, the client's name and device were lost on the 6/95 ILoI. The client has removed the fimbriation and the bordure, greatly simplifying the design.

14) Valamer Black Fox. New Name.

(M) Falcon's Keep.

Valamer is dated to 451 in Gillepsie, Catalogue of Persons Named in German Heroic Literature (700-1600) (43) as one of the leaders of the Ostrogothic invasion of Gaul under Atilla the Hun. The client wants "Black Fox" to be in German and will accept the proper byname with that meaning. The client cares most about spelling and wants the name corrected so that it has the intended meaning in German.

I could find nothing like Black Fox (Schwarzfuchs) in Brechenmacher or Bahlow, nor do I know if it is a probable construction or not.

P1) Gwen Pengam. New Name and Device. Per fess gules and azure a fess embattled counterembattled between two towers and an anchor and a lymphad argent.

P2) Ramshaven, Barony of for Favor of Ramshaven. Order Name and Badge. (Fieldless) A ramshead caboshed argent.
